Can't really find an answer to this in Adwords Help - but can site targeted ads be limited by geo-location? I see in the setup it allows that but it is unclear to me whether this works in practice.

Probably best to work on the assumption that it is not 100% perfect but is usually better than no targeting.

Thanks - I'm curious as to why Google doesn't seem to talk about combining the two. Seems like a "pick-your-visitors" to the "pick-your-site" would be an attractive marketing message to send to advertisers.

Google has a habit of only shouting about things when they have ironed out all the problems. May be they feel they have not reached that point yet. I am sure that geo-targeting will get much better in due course but I imagine that there are quite a number of problems still to be overcome.
