To answer your question, we use the exact same words for both campaigns. I haven't heard of anything that just generates Content keywords (probably because until recently, the general feeling towards Content was not good). That's an interesting question though.
since this is a new market, it will take time for it to get efficient, as the players figure out how to accurately guage results. eventually, everything will smooth out, but until then, i consider this the golden age of advertising on the content network!
Does anyone know of a tool that creates keywords to appeal to the content side of adwords. 90% of my hits are from content which is converting great for me.

I wanted to mention a couple of important things about 'appealing to the content side of AdWords' that may help you.
Most importantly, ads are not placed on content sites on the basis of individual keywords - but rather on the basis of an overview of all keywords in an Ad Group, taken together.
So, in my opinion, the best way to optimize for content is to create tightly targeted Ad Groups where all of the keywords speak to a 'key concept' that is the same as the 'key concept' of the type of content pages on which you'd like to appear.
You can create thousands of Ad Groups in your account, and if the content network is of special interest to you, I'd suggest taking advantage of this - and creating lots of very specific Ad Groups, each one focusing on a particular 'concept' or type of thing which you wish to advertise.
As you can probably guess, throwing in lots of 'off-topic' or marginally related keywords in an Ad Group is decidedly not a good idea. It just dilutes the ability of the system to put your ad on the right pages with precision.
