This question is regarding a post from Google in Google's "Inside Adwords" blog. If this is the wrong place to pose this question I apologize in advance.

Consider the following Google post from 6/27 in "Inside Adwords":

I think we could all agree that AdWords is a great way of getting lots of new people to visit your site. But many advertisers want be found in Google's search results as well. If this sounds like you, here's a tip that'll interest you. It comes from Shaluinn on the Product Team:
We recently released a new product called Google Sitemaps - a free, easy way for you to help people discover more of your web pages. It's a web crawling system that enables you to directly inform Google about when you make changes to your web pages or create new ones. That, in turn, enables Google to crawl your site more effectively and comprehensively. Learn more here.

I checked it out and in the "Terms and Conditions" that I had to click that I agreed to it states:

Personal Use Only
The Google Services are made available for your personal, non-commercial use only. You may not use the Google Services to sell a product or service, or to increase traffic to your Web site for commercial reasons, such as advertising sales.

But in the FAQ's it appears to say completely the opposite. Below are FAQ's #2 & #10.

2. Who can use Google Sitemaps?
Google Sitemaps is intended for all web site owners, from those with a single web page to companies with millions of ever-changing pages. If either of the following are true, then you may be especially interested in Google Sitemaps.

10. Can I use Google Sitemaps to submit URLs for my commercial websites?
Yes, the Google Sitemaps program would like to know about all the URLs you would like included in the Google index, including your commercial websites.

Is Google Services not part of Google Sitemaps or is this supposed to mean that as long as a commercial website isn't trying to sell a product it can use Google Sitemaps?

Google Sitemaps is a product, not a service. Your first quote confirms that from the horses mouth.

Though I see the potential for confusion arising in the TOS.
