Targeting The UK From The US

If you want to target UK visitors do you simply select just the UK from the country list when setting up a campaign?

When a surfer searches in the UK will my ad display if they use www.google.co.uk?

Or do most UK surfers just use google.com and my ad will be displayed based on IP?

Do I need to set up an account with adwords.google.co.uk?

Yes the ads are shown with user ip as reference and not taking into consideration which search site is used by user so just set the country and your ad will be shown
