I know if you delete an ad or edit it, it loses like its history CTR that is factored in to an adrank and determining its CPC, but if you delete a keyword and then add it back in again, does the same thing happen?

No. AdWords remembers keywords (and uses them for the traffic estimator, etc.) I believe you can remove a keyword and everything goes back the same when you add it again.
This also applies to "In Trial" keywords. If you add it back in, it will still be "In Trial".
