I was under the impression that min cpc in the UK was 0.04p. So, why does it show at 0.02p?

I know that figures for click throughs generally updates before click costs - I've seen this before (and if it doesn't then I get loads of anomalies...). Invariably these yet-to-update costs are obvious - they're divisible by 4.
However, what I'm seeing today are the following separate examples:
3 clicks @ 4p = 11p (avge = 3.67p)
5 clicks @ 4p = 18p (avge = 3.6p)
6 clicks @ 4p = 21p (avge = 3.5p)
7 clicks @ 4p = 27p (avge = 3.86p)
And yesterday:
1 click @ 4p = 2p (avge - well, I'll let you work that one out ;-))
So, min bid may be at 4p, but min cost can be less? If that is the case, what is the possible min cost per click and how can I get more of them?
Or is it just a glitch?

There is no way you can get only these kind of clicks, but I would be surprised if they would convert to something
If however, there are sites out there that Google feels are delivering the advertiser less value for money/less likelihood to convert & thus less relevancy (isn't it all about relevancy?), then why allow the ads to be shown in the first place?
Personally, I have no problem with getting discounted clicks - the cheaper the better; it suits what we do - in some respects.
Obviously (I now appreciate), the pro's & con's of Smart Pricing have been already discussed elsewhere, but thought I'd conclude with my one-clicks worth..;-)
