Newly added kw's at min cpc...

...show higher than other ads

Just added some brand spanking new kw's. <aside>I love it when you determine a kw and find that the only ad showing is your!</aside>

In checking that they were showing I was quite surprised to see that, even though I'm paying min cpc, my ad shows higher than others.

For one kw the ad was sixth out of 18. For another kw it was first of three.

Why?

I would have anticipated that in adding new, untried kw's at min cpc, the ad would show last. As this is not the case, I presume that the performance of the ad itself will help determine it's prominence when it shows for the first time under new kw's?

<added>Now, one of those kw's has gone straight into "on hold". In searching for this kw I see that there are only two ads showing - one for a ubiqutious auction house and my own. My ad is on top... (and I thought it was "on hold")</added>

One reason could be that other ads have now a smaller CTR than your default, because they are not targeted.

Another could be related to bidding: even if you bid minimum (say 0.05 Euro), it is still more than 0.05$, so you are bidding more (0.05Eur > 0.06USD)
