using the same keyword in two campaigns targeting different countries

Can this be done? For example, I have two different campaigns, one that targets germany and one that targets belgium, they link to different domains but they use the same exact keyword in both campaigns. The reason I ask this is because I am currently trying to do this but the 2nd and newest campaign, belgium, shows no impressions for this keyword for 4 days. Does Google not allow this, or do they think the ad is competing with another of my ads despite the fact that they target different countries? Would I have to create a 2nd adwords account for this to work? I'd rather not if its possible.

You should have no trouble doing this as long as they are in separate campaigns and you have Geo selected only the languages and countries you wish the ad to appear in through the "campaign manager".

Also don't worry about the ads not appearing yet. They hardly ever approve ads over the weekend. I added a new ad group a week ago Friday and it didn't start showing until Monday. Content just started on Friday.

These no rule against it, but when I did it a year ago and I had the same keyword in both:

Category A, NZ, English
Category B, Australia, English

all was fine until I deleted it from Category B and put it in:

Category C, Australia, English

The move was purely for organizational purposes, but the Google folk had to fiddle with things to get the new ad to show. I've avoided doing it since then.
