New rules for calculating "disabled"?

It used to be at least 1000 impressions before a term was slowed or disabled due to low CTR. Looking at my campaigns today, I see lots of phrase terms that have been disabled even though most of them have less than 10 impressions for "all time". ALL of them have well under 100 impressions for "all time".

Has there been a change that's not reflected in the AdWords docs?

They are "disabling" any term that has (a) been in an account for more than 90 days and (b) "have received no impressions during their lifetime" ... or apparently within 90 days or something. I think 10 impressions or 600 impressions count as impressions, but I could be mistaken.
