Persistent #1 Adwords listings

Does G sell this space differently sometimes?

I'm wondering if Google sells top real estate similar to MSN or Ask Jeeves to large advertisers that want a run on a set of top keywords in their category. We can't seem to supplant a #1 listing in our category no matter how high the max bid gets and we have good CTR.

I notice they're adding Froogle listings now and putting top bidders on the right rather than the top. What's up with the inconsistency?

Indeed, I got in #1 slot for some quite competitive terms at quite low max CPC (because our CTR was excellent) and thought that our ads were not showing at all because I never them expected to get there!

Do either of you know then know what feature a certain auction company uses to come up for thousands of keywords? For example, if I search for widget a, their ad comes up with widget a in the copy and title. Since there are a lot of ads I've seen that don't even make sense when that kind of substitution is used, I know it is automated. But I don't know where the functionality exists in the Adwords interface.

Nevermind, I got it. Keyword insertion tool is the answer I was looking for.
