How can a company start offering Adwords promotional credits?

Our company, Web CEO, has more than 100,000 users with great interest in search engine marketing (our product is a search engine marketing software).

In many places on the web, I can notice that companies are offering Adwords promotional credits to increase the value of their offering and help Google get new clients.

I contacted Google Support and they told me that they do not offer such opportunity currently. Quite disappointing...

I would greatly appreciate if someone could tell me if this is still achievable.

Many of the sites that offer promotional credits are doing so through the AdWords affiliate program.

This program is currently in beta and invite only.

There are other programs that are adding their own funds to the account. If you sign up with them for $x fee and a year contract, then them adding a bit of that fee to AdWords on your behalf is just deducted from the profit margins (however, if they receive more business because of that - then quite profitable to the bottom line).
