Is the following at all possible?
Scenario: if i rank for exact match keyword locations for a service like "plumbing allen".. i know that if someone searches it in the few variants that google considers still an exact match and puts plumbing first like my example above "plumbing allen" then I know it's most likely someone looking for plumbing services in the location allen, but if someone searches for "allen plumbing" this still may be true but they might also be looking for a company called allen or allens plumbing. On a large scale targeting thousands of zip codes this can cause a lot of bad clicks for company names vs location.
Is there a way in google to control a keyword in a way that forces google to only show it if the word "plumbing" is first otherwise it doesn't show the ad?
