I'm testing atlas onepoint for optimizing the bids on our google adwords account. We r currently interetsed in adwords alone and spending about $1000/day. I was wondering in which ways i can use atlas to reduce our CPCs, maybe during off-peak hours. Currently, all atlas has done for us is set the max bid on the keywords in adwords, a function that clearly we could have just done by hand ourselves. How can i use atlas to our benefit and which components of the system do i need to utilize? also, it is a non-ecommerce website and most conversions are phone calls, so i can't track conversions.

Atlas has several rules that you can use to help you "day-part" your keywords and how they are performing. It's quite the tool. I know that if you have questions their Customer Care department is quite knowledgable and can help at anytime.
The rule i think you are interested in is the "daily bid adjustment."
