A large number of AdWords advertisers will have no use for AdSense since they are busy promoting their own business. Only affiliates might be interested in that offer - but I'm guessing majority of affiliates don't need any prodding or incentives to join AdSense.
Let me see if I got this right. You will get 25$ only if you are an AdWords advertiser and will apply for an AdSense account with your site?
Mike, you're right, but let me add that it also says you must generate $50.00 in AdSense income to get the $25.00 credit. Don't know how long that takes since we don't know what the secret payouts are.
Just to clarify a point further, it's my belief that you needn't use a site that you promote through AdWords, as long as you are an AdWords advertiser.
I joined for the educational value and plan to put ads on 3 well-themed sites just to learn what the "other side" is all about. I'm not expecting more than pocket change. If after a year, I make my $50.00 in AdSense income, so be it. I hope there is no time limit on when the $50.00 must be earned.
I did a little digging recently into the "sites made for AdSense" empires and was horrified at what I saw. Of course, I have no plans to exploit that get rich quick scheme. Darn scruples always keeping me from reaching my full income potential :)

I have no idea if the guy was BS'ing or not, but in one of the newsgroups a few weeks back a guy was bragging about how he had over 200 websites that were set up only for Adsense farming. He claimed to be making over $5k a week.
Unfortunately there is a limit. We're talking about Google, what did you expect?
The text is very small written at the bottom of the (same)page in grey:
Terms and conditions: To qualify for this non-transferable AdWords credit, you must be a new AdSense publisher. You must apply, be approved, AND ACCEPT THE STANDARD TERMS AND CONDITIONS ONLINE, before April 5, 2005. You'll need to apply for the AdSense program through www.google.com/credit25 with the same log-in information (your email address and password) you use for your AdWords account, and you must earn at least $50 in AdSense revenue by May 31, 2005. The $25 credit must be used by July 31, 2005, and is for a one time use only.

I just wanted to make sure I understood it correctly, because it seems a nonsense to me - doing AdWords and AdSense - with the same site.
And for sure 25$ is not a bonus that would get you join AdSense!

I was rejected by AdSense.
Reason: We've found your site to be predominantly adult or mature in nature.
IMHO, very tame site about female sexuality for women, books, sex aids, videos for couples to share, all presented tastefully.
It's a shame, the other 2 sites I would have put AdSense ads on are 100% innocent in nature, but they only asked for one site and this one had the highest PR and most visitors. I could submit those, but I'll never make the 5/31 quota.

That's just one example of how it can work. I'm not sure of how you would make it work with something other than subscriptions.
What I don't understand is why such a site is not allowed for AdSense, since "adult keywords" are welcomed. What Content could they provide for such KWs?
Woop, why would you buy a click for let's say 0.15 and then risk of losing that visitor for only 0.07 from Google? It's probably not like this, but please tell me what I'm missing.
