? about Google Sponsored links in blue

I was wondering if getting a google sponsored link in blue at the top of the page for a search result has anything to do with adwords, I have seen some affiliates get space up there, but I cant seem to figure out how I could get my ad up there. Does it have anything to do with your ads rank? I have a keyword with a 1.1 rank but it appears on the side which leads me to believe its something different than adwords.

thanks for the link AWA, I was able to find a lot of good information on the premium spots. From what I can tell, even though I have an %11 CTR on this ad, because I have no competition I cant get a premium spot, which I guess is better for me not to have competition even though a premium spot would be oh so nice :)
