The answer is yes!
If you dont adjust your budget to coincide with the rise in your bid then obviously your budget will be used up alot quicker slowing the AD down. If you adjust your budget a little higher along with your bid to accommodate, it should show just as frequent as before.
As for what position it shows.......this is based on the CTR and your max bid. If you increase your budget your AD will show alot more but If you dont get the Clicks then your CTR will drop and you end up paying 10 cents more than the number 1 spot even though your position 3.
Writing quality Ad copy is Essential. I usually try about 8 per group then trim them on performance down to 2. This way you dont have to increase your max bid just ride the wave of high CTR.

As far as regaining it, the same exact ads are still getting almost no impressions or clicks now even a month later on even 4 to 5 cent higher bids.
Jazzy, I think that rather than being a system issue, this is probably something particular to your account, it's settings, it's targeting, etc.
I think you might find that contacting AdWords support would net you some useful answers/suggestions. If you do write, please be specific as to which ads you are referring to, and provide some detail regarding what changes you made, when you made them, and so forth.
