Google Network effect on CTR

I used to pick my adds to appear only in Google search. Saw some Goolge explanations about how good is to include your ads in Goolge network where your ads may appear in other good content sites, newsletters and so on.

I readed that CTR only counts in google search since CTR on content sites is noticeably lower.

BUT this morning my campaign was CTR 5,4% and now hours later is 1,9%

What is happening?

The CTR on the content network is substantially lower than on google. We get around 0.5% for one campaign & 0.2% for a another one.

However, the lower CTR on the content network will not have a detrimental effect on your regular google campaign.

That's what is it suppoused to happen. But I see the CTR indicator in 1,9% now while it was above 5%... so I guess it really has an effect lowering the total CTR... or am I wrong?
