I understand that there is a relationship between ctr and bids to get premium ad placement. What is the lowest bid that people have experienced to get a premium ad? thanks tom

One of my keywords was always around .40 cents or greater to go north. After the last update, it changed to around .15 cents. My CTR and ad didn't change.
The rest of my keywords are still .40 or more on average.
