What does this mean?

The notice I just saw today under my billing account summary. How long has it been there and I've seen any discussion about it?

I've been notified that billing for my account has been upgraded. What does this mean?

Two features will be added:
1. Outstanding balance since last billing.
2. Ad delivery period for more specific date ranges
