2) when i did a google search for my keyword, my ad never showed up. I wrote to the google team, they told me adjust bid value/optimize ad copy/optimize web page. I did adjust my bid and for a week i happened to see my ads whenever i did a google search.
3) After a week again i wasnt able to see my ads when I did a google search for my keyword. Google reports showed 10-15 clicks a day. I checked my web logs and there were click throughs from google ads(i had used tracking url). I wrote to google they sent me an image of the ad appearing on the google results.
4)For the keyword that i am bidding there are eight websites that show up on google ads. Google report says my website has an average position of 1.7. However when i do a google search for my keyword during different times of the day, still i dont see my ad. Is there any explanation as to why this is happening?
5) I spend about $600 per month on google adwords, use 2 keywords, max bid of about $1.30, daily budget of $20-$40, but i am unable to see my ad when i do a google search.
Am I doing something terribly wrong? Is there any explanation as to why this is happening?

Now i have set the recommended budget and verified the following
2. Checked the 2nd and 3rd pages, until the first ad is redisplayed – still my ads are not displayed
3. Not a Negative keyword
4. Not a Sensitive keyword
5. Not an issue like having reached100k Impressions
6. Did not Change Ad Copy
7. Not an issue of Unpaid account
8. Not a Geo Targeting issue
9. Countries – only in US
10. Not disabled due to low CTR.
11. Did not delete and readd a low preforming KW
12. Not a New account.
I used the ads diagnostic tool, it says ad displayed, however when i tried to click on the link "view google search results page" nothing happens.

Probably. I'd give it at least an hour, as there are thousands of servers that need to update your budget change.
Based on everything you've written, Azcona, this sounds very much like a budget issue. The recommended budget is not a guarantee of full-time delivery, so much as a basic indicator. There are a number of factors that can 'throw it off', chief among them being lots of keywords with CTRs substantially above 2% CTR.
I'd suggest doing a day-by-day check of your actual spend vs. your daily budget - as a daily practice. This will give you a very good idea as to where you stand in the daily budget vs. ad delivery equation.
Also, as an experiment, you may want to temporarily raise your daily budget well above the suggested amount. Then wait an hour and see if your ad appears all the time. If so, this'll tell you that low budget is most likely the reason your ads are not showing all the time.
Don't forget to put your budget back where you want it, though, after your experiment!
By the way, the competitive landscape is changing second-by-second. If you have a lot more competitors this week than last, for example, and if they are 'playing to win', then a daily budget that would allow full time delivery last week will not go so far in the current week. I hope that makes sense.
