Google has launched a referral program for AdSense and AdWords.

It pays $20 for referring a new publisher and $20 for referring a new advertiser.

For you to be paid, the publisher must earn at least $75 from AdSense. The advertiser must spend at least $20 at AdWords. At this stage the program is only for U.S. based websites.

The rules are strict. For example...
* You're not allowed to "cause any hyperlinks to web pages on the Google web site to create a new browser window".

* You're not allowed to send an email to prospective customers that includes "any reference" to "Google Materials".

* You're not allowed to issue any public statement, for example a press release) in connection with the affiliate agreement and your participation in the referral program without Google's prior written consent.

I wonder why they are keeping it so isolated from existing adsense/adwords customers.
You have to go through an entire new sign up process?
They should have an apply button inside your adsense/adwords control panel.

This program is an affiliate program, and is not part of purchasing Google Advertising, optimizing campaigns, etc.
