I am using some software, e.g. 3rd party tool, for searh engine submission and bidding management. Can anyone tell me how API may help me? Can I make a tool myself by it and leave off those expensive commercial software? (I know little about programming).

The API won't help you if you don't know how to program. The AdWords API is an interface so that programmers can build applications that interact with AdWords.
I guess it might help you indirectly. With the API public now, there will probably be much more competition and you'll probably have a lot more choices when it comes to third-party software.
I want to know if the API well let you do anything that you can't already do manualy. I know it lets you automate a lot and access programaticly but I want to know if it has anything new that is not available to non api users.
Very little, if any. The Traffic Estimator returns an extra field. I can't remember if I saw that discussed here or on the AdWords API Group that Google set up.
The big help with the API will be automation.
I found it useful to reactivate all of my creatives for an Adgroup and then check the CTRs and other statistics and find what I have done right or wrong with respective to the creatives and then delete the unnecessary ones. Surprised to find that a few of my deleted creatives had a better CTR than my current ones.
Another new functionality with API seems to be the ability to reactivate any of the deleted creatives
