Can adword users choose which site to run their ads on?

Hi what about the new Adwords API? Does that allow users to select sites to publish on?

As much as what I have seen of the API, I have not seen any capability to restrict particular sites.

Even I had heard from this forum that this capability might be provided through the API, but it doesn't look like it is true.

If anyone is able to figure out how to use the API to restrict ads to certain sites, I am willing to pay $$ for your solution.
