Germans don't buy in dollars, their currency is the Euro ..so when they buy from you ( if you show dollar prices ) ,they will lose on the conversion...and they will not know precisely how much they will have to pay as exchange rates vary.

They know this already, so an ad that shows in dollars will not be as attractive to them and you will spend more to get less clicks and thus a lower ROI.

I believe he's talking about the currency to choose in Adwords that Google will use to bill him.

It doesn't matter. However, makes sense to choose the currency used in your country. Note that once you choose, you cannot change it. Obviously, you will be subject to fluctuating currency exchange.

As LucidSW says, from Google's end it doesn't matter which currency you choose. You can select whichever one you want from their list.

From your own end, one thing to consider is that selecting the same currency as you use for the rest of your business operations would remove a complication and make it easier to do your bookkeeping.

As an advertiser you can target whatever country you want no matter which currency you're using to pay Google.
