Is it still possible to undelete deleted entities such as ads, or keywords within the UI?
It used to be possible, but for ads specifically - I now get "no action available for selected rows" when I try to do so...

I always had to do so through the editor, worked last time I tried.

I don't think you can do it any more, but if you use editor just copy and paste it and make it active. They will get a new ad id so you lose the attached history.
I'm using AdWords Editor 8.0.1 and it doesn't let me undelete ads.
The NEW exam learning centre has a section on editor and under their best practices > Other favorite tips and features, it says
Undelete and activate previously deleted text ads
It would be nice of them to keep things updated for the people who are actually studying for the exams.

I think only deleted Campaigns and AdGroups can be undeleted because they aren't deleted from Google AdWords database. They only have different status now - deleted.
Criterions and Ads are permanently deleted, as far as I can see from using Google AdWords API.
