Clicks on content campaign without content bids?

So I have a campaign which is set to target the content network only and not on search. I just noticed today that several adgroups within that group had no "automatic placement" bid, they only had the "max cpc search" bid. This was because I copied the adgroups over from a search only campaign and forgot to change the bids. But some of these adgroups are getting clicks - so my question is this: how can an adgroup with no content bid set get clicks in a content only campaign? Does the content bid default to the search bid if no content bid is specified? Not really sure why this is happening....

There's a hierarchy of bids that Google uses.

Keyword / Placement
Display network
Default

I think (not positive) that the new interface not longer has a max search and max content network bid.

Your ad groups have placement, display, and default bids (notice - no search listed).

Therefore, if you did not specify a content bid, the default bid (which is used for search) is used for your content network bids.
