how to rise QS without raising CPC?

as much as detail as possible please

If most keywords within those ad groups have less than 5 QS how to raise it without raising cpc?
If i create landing page for each ad group and if landing page contains keywords of that ad group on page copy will it help raising QS? (creating if bold/italic helps?).

Raise your CTR by creating more attractive ads. Bids have nothing to do with QS.

I have fairly good ad copy based on competitors ads. I would like to know whether i create different landing page for each ad group or not?
Each ad group is targeting different industry.

also i thought if you pay more than others your qs wont go higher but you will get higher position thus more clicks.

The proof is in the pudding as they say. QS is a measure of how good your CTR is compared to what competitors, past and present, have done. If your QS is 5, then you are below average. Your CTR is not as good as competitors, no matter how good you think your copy is.

Sure, go ahead and create different landing pages.

Increasing your bid will increase your ad rank. The formula to rank ads is your bid times your QS. So QS of 5 times $1 (100 cents) is 500. A competitor with a QS of 7 only needs to bid 72 cents to outrank you and one with QS of 10 would need to bid only 50 cents.

You'll get a higher position and more clicks since you'll be more visible and higher positions get higher click rates. But if you start with an ad with a higher click rate to start with (higher QS), that will be even better. QS is normalized for position as well so it is a myth to bid high to get a higher CTR to get a higher QS.

Simply increasing your bid will increase your costs. Much better to increase QS and achieve higher positions at the same or lower cost.
