I aware that Adwords calculates a kws QS upon each query but am wondering what is the the QS that's displayed in the Adwords campaign interface?
Is it the very latest QS calulation (rounded); An average over a period of time; Yesterdays; etc.?

I'm sure the QS is real-time.
Calculating the QS is quite involved and it would not be feasible to calculate it each time you ask for your data. So as with the rest of your data (impressions, clicks), there's a QS field which is updated all the time. In fact, I wouldn't be surprised to hear that Google has computers dedicated to do just that, recalculate QS after every search.
The real behind the scenes QS has many decimal points. You are shown a rounded number to the nearest integer. It would be nice to be shown one decimal point.
