i bought some server from different providers. they gave me Adwords credit. one of them is 75$ and another one is 150$. i herd google only allow to use one of them. but why ?

Probably because there'd be even more fraud attempts than there are now, but Google doesn't share that information.
It's useless to ask why, that's the policy. They're also only good on new accounts. That's just the way it is.

If you already had an Adwords account you wouldn't be able to use either of them.
The big joke was when Google sent them to hundreds of existing Adwords advertisers.

Just had a voucher to use if I reactivate my account. Cue to smarten up my previously unsuccessful campaign and try again.
