running Exact match campaign

here is the situation, i am starting a new service (website) for IT Pros. They use google search for everything. I am not worry about my offer, price and landing page.

However i am seeing pretty low 'local monthly search volume' for my keywords (especially for 3-4 main keywords) for the country i am going to advertise on. and i don't want to start with another country or global campaign. (not enough budget).

I am thinking to run a campaign for these main keywords with exact match with geo-targeting for that country only. Is it a good idea?

note: i am afraid phrase match with negative keywords wont help, because there may be thousands of match people using with these keywords i am advertising for.

Well the more specific you get (location, exact match etc) the higher the conversion rate but the lower the search volume.

If your budget is a concern, then start strict with exact match etc, and then expand gradually if it goes well. But if your main problem is that the phrases have low search volume (which it sounds like from your post), using exact match and geo restrictions is obviously not going to help with that. It will increase conversion but reduce traffic.

But with targeted geo location and considering in mind your budget constraint this is the best way to run an ad campaign. Exact match will only attract the customers who are looking for your product or service.
Just try to find out how many other players are in the game of advertising targeting those keywords. If there are not much then you can go ahead and run you campaign with exact match only.
