While using the Google AdWords keyword tool, I noticed they list search phrases such as

Red Widgets in California
Red Widgets in New York
Red Widgets in Illinois

etc. for most of the U.S. states

They also list the phrase

Red Widgets in

and provide data for that search term. They report X searches in the last month.

Does this mean people are actually searching for the phrase "Red Widgets in" without anything after "in" or does this simply reflect the cumulative total of searches such as "Red Widgets in Illinois" + "Red Widgets in California" etc?

Can't really help you on this because I don't find the Keyword Tool stats to be very accurate or helpful.

It may be that other advertisers are advertising on Red Widgets in and that's why they show that one. But I don't know for sure.

Could be easily that advertisers put "Red Widgets in" as a phrase into their ad groups to catch and discover all locations, which Google translates into like searched keyword.
