Not Getting Impressions

Why am I not getting any impressions?

I have a campaign localized to the San Francisco-Oakland-San Jose area. The campaign is about dentists in this area. I am spending $250 a day and have good Max CPC numbers up there. The keywords are long tail with 4 phrases in it. (San Francisco is being counted for two keywords.) I recently revamped these because we wanted to get more specific keywords to help our CTR.

It has been live for two days and we have gotten a total of 29 impressions. Before that, it was paused for two days. I know that long tail keywords can reduce the impression/CTR (which is what we wanted), but this shouldn't be the case for the ones I have.

dentist san francisco reviews has been a popular keyword for us for awhile and it has only gotten 20 impressions. Any ideas? Is Google experiencing some bugs? This is really puzzling.

If you're targeted to San Francisco-Oakland with campaign settings, then you shouldn't need the location with the keywords. So instead of dentist san francisco reviews, just do dentist reviews.

If you want to catch people in other locations who might add the city or region, then you do a wider campaign target and add the locations to the keywords.
