Too many Adgroups with a Small Budget?

Hello everybody! New here!

I have created about 5 different campaigns with 4 Ad groups each for my website. This is because I want to have tight relevance with my keywords for each product category.

The thing is that I have an Overall daily budget of US$25 and a Monthly Budget of US$800.

Question:
1) Is it OK to have almost 20+ Adgroups for such a small daily budget? Wouldn't that live each ad (im also doing split testing in each adgroup) with almost no money?

2) Should I reduce the adGroups so each ad has more money to run?

I have 691 adgroups, and a total of 33,168 keywords.

My daily budget is $10.

Google allocates each adwords account disk space. You can create as many campaigns, ad groups and keywords until you fill your allocated space.

I don't know how much space each account has, or how much each element in adwords takes up, but I've never reached the limit.

Some people have, but a quick deleting of poor performing ads/keywords quickly frees up space.
