My keyword scores are 3/10 or lower. I have a few 4/10 keywords but they are for low traffic phrases.
What is really getting me down is that two weeks ago the exact same campaign had those keywords scoring 7/10.
I ran the ad campaign for a couple of weeks, but then paused it to rewrite all the landing pages and better define the path for conversion.
Yesterday, I uploaded the new website and restarted the campaign and right away google changes the quality score to an average of 3/10 for all my keywords.
I loaded the AdWords editor and copy/paste all the keywords into ad groups to create smaller lists. More targetted ads that contained those keywords and uploaded to Google. But, still I get the same quality score of 3/10.
I ran the a keyword density tool on my landing page and the keywords appear several times. I have the keyword in the Title, the URL, the opening Heading and several paragraphs that discuss the keyword.
Still I get 3/10
What is also killing me is the keyword that targets the city.
Our business is located in Toronto. The title of the landing page says "Keyword in Toronto, Ontario, Canada". Where "keyword" is the name of the server being offered.
We get a "2/10" quality score for that phrase.
We also have a "domain.ca" Canadian DNS for the website.
I've phoned Google 1-866 number for support. Entered my AdWords account number and received a recorded message "Your account isn't large enough to receive telephone support".
When I first ran the ad campaign I could bid $1.50 for first page, but now my bids of $3.00 don't even get to the first page.
I'm completely stuck and don't know what to do.
Our landing page was written following guide lines in web copy and search engine op. It contains keywords related to our service. There are no hidden texts, no tricks, no bad downloads, and the service offered is a simple basic service that many other companies offer.

I ran the diagnostic tool (the link in the keyword popup shown in adwords interface). It just tells me that my ad is appearing in search results.
But I'm spending a lot more for clicks then I would like.
I created a new ad. It shows only 1 ad version and has only 1 keyword. Adwords reports the quality score as 3/10, but right now the CTR is around 20%.
I think a 20% CTR is good, and the ad isn't even showing at the top of the list. It's at the bottom on the right hand side.
The traffic for that keyword isn't very high. So I don't know if my CTR will drop over time.
