New campaign - OK for 3 days - then dried up

Is this normal?

Adwords newbie here

We started a new campaign 5 days ago and let it run over the weekend. Paused it Monday morning due to a server failure. Restarted again Monday afternoon, added US and UK geo targets and nothing has happened since.

So 24 hours and we have no impressions. QS is 7/10, everything looks OK on the surface. No alerts on the dashboard.

Have checked the server log files and can see no Google referrers.

Are these sorts of pauses normal?

Any diagnostic advice will be greatly appreciated.
