Although his budget means he won't appear all the time, it is big enough that he should be appearing for 2 out of 3 searches and in high positions. When I search his ad is there almost all the time and in the top 5 positions more often than not - so what is going on?
He is based in the targeted geo-location and ads sometimes appear for him but not on the 1st page of results.
It's not a problem that is going to cause me sleepless nights but it is a curious one that I'd love to have answered. Any thoughts appreciated.
1. His location may have higher competition. i.e. "roofer" has 5 advertisers in Chicago and 30 advertisers in Los Angeles. That will drive the cost up in one area and you may be underbidding there.
2. Maybe you should break up the campaigns. Let's say you have two keywords in one group. "widget" and "buy blue widget".... the second keyword is vital to your campaign but your ads are being shown every 5th time because "widget" is searched for so often. If you isolate the vital keywords that your client is very concerned about, you may improve your share of impression on those.

The campaigns are scheduled to run all day, every day and the impression share is 60% so, although we would expect him not to see the ad all the time mainly due to budget but 2% of the time due to rank, I would still expect him to see the ad on some main terms where we are ranking around 2 and he is making 30+ searches .
Although the competition for the keywords is relatively high we are ranking well on 99% of the terms in the account. We have as long a tail as we can get - the nature of the market means that the searches tend to be two words and rarely more - which makes it difficult to create a really interesting keyword list.
