Credit Card declined immediately

new adwords account, credit card declined straight away

hey guys!

I signed up for a brand new Adwords account, went straight to the billing section, entered the credit card details (this is before creating any new campaigns etc), and immediately get a Card Declined error.

The card is absolutely fine as I called the bank to confirm.

I emailed Adwords support and they said the account 'may' be under review and if it was I would get an update shortly.

Is there any reason why a perfectly good credit card can trigger an Adwords review?

Has anyone else had a similar problem? How can I get around this?

There's a number of factors I can think of, but I am not sure I want to post any of them in a public forum where fraudsters looking to circumvent anti-fraud measures might hang out looking for clues.
