In a word, no.
If I have understood you correctly, fsmobilez, adding a pop-up after an ad group/site has been reviewed and approved would be seen as a deliberate attempt to game AdWords policy.
To be very straightforward with you, this is the sort thing that could lead to an advertiser being permanently suspended - so I do not recommend it.
In my opinion, it is best to both understand and honor AdWords policies.

As i already asked can i add pop-ups on any other page of site,
going in furthure detail: if a user come from adwords and that landing page dont have any popup, and while surfing the rest of the site, if he visits some other pages of the site and a popup windown get opens for him, will it be fine.

I understand the nuance you are concerned about, fsmobilez, and am 98% certain of the answer.
However, since you are asking for a definitive Yes or No answer, I must be 100% certain. ;)

Yikes. I failed to get back to this thread with what I learned - for which I apologize.

What I learned amounts to this: as noted above, the policy pertains to the landing page - and ads will not ordinarily be disapproved for pop-ups on other pages.
To this I would add two caveats:
First off, a surprising (at least to some, I'd guess) number of users email us with feedback regarding their experiences with ads and the sites to which the ads link. If a compelling case is made by a user about a pop up within a site providing a particulary poor experience, it is possible that the ad could then be disapproved on that basis.
Secondly, I personaly think that bwnbwn is quite correct. I'd even go so far as to ask why one would go out of their way to annoy visitors to their site.
I'll add a personal note - which is that if I visit a site with a pop up anywhere, I am gone as soon as I can hit the back button - which, curiously enough, often does not work as one would anticipate, on sites that also employ pop-ups. :)
