Same display URL in two ads at the same time

I've mentioned this before, actually asked about, but don't recall any definite opinion.

Why is Google Base allowed at Google AdWords?

And now Google Sites?

What happened is that I just saw two ads on the same page with display URLs as follows:

Ad #1 - Display URL: base.google.com
Ad #2 - Display URL: www.google.com

No further comment is needed, I'm sure everybody would agree that two ads with same display URL should not be showing.

But, what I want to further comment on is the fact that both ads come from people that are not "good" advertisers.

First one is actually directing people to his own site for which he's already running an ad for (double serving).

Second one is even worse - he is also running another ad that points to the site which offers pirated software (double serving plus pirated software). Plus, this Google Site is pointing to another site which (again) offers pirated software.

This is too much.

Anyhow, if we put a side the violations about illegal software sales and double serving, how come that two ads with same root display URL are showing?

Finally, I found that both Google Base and Google Sites are used at AdWords only by some kind of offenders, never by regular advertisers who runs their own sites anyway.
What is even worse, an average "searcher" is definitely being offended by such "landing pages" that are backed by Google's brand which obviously should be trusted, not mistrusted around.
Everybody would expect that Google "knows" about what's happening at their own platform, and therefore that those "sites" are OK - while they're definitely not and pose threat to Google users.

AWA - is it possible to get a comment from you onto two identical display URLs - Google.com?

I ask as both advertiser and user that is concerned about how would the result page look if many or all ads have "google.com" in display URL, and also concerned about misuse of Google's name (brand).
