Hey,

That's a current technical issue from what I understand. Just submit the email with a blank summary. Google should get back to you asking more details regarding your question.

Thanks for your reply

But that doesn't let me submit my query with empty Summary..My credit card is being declined for no reason and I have tried other credit cards and also contacted my bank for the same if in case credit card has some issue but seems to be problem with Adwords.
In another case my another account is locked out dont know why I am not been able to sign in saying
"We apologize for the inconvenience, but we are unable to process your request at this time. Our engineers have been notified of this problem and will work to resolve it. Please note that using your browser's back button in AdWords can increase the likelihood of errors. If you think this was the cause of your error, please try again without using the back button."

I didnt expted Adwords to have too many issues

I can try and help with the second issue (account being locked out).

Try logging in from another another browser (preferably Mozilla Firefox or Google Chrome). First clear cache and cookies from the browser (in Firefox it's under Tools - Clear Private data) and then go to adwords.google.com and try logging in.
