Adwords rates killing me

I have an Adwords campaign and it's cost is almost a third of my sales price. I've tried everything, ad versions, dynamic keyword insertion but costs and CPC are still skyrocketing as I am currently ranking between 1 and 4 in most of my keywords. I haven't created any landing pages for this campaign yet, and I am not sure but I might be using too many keywords. Another issue is that a big part of my business comes through phone calls. I am having customer service trying to get as many keywords as they can....

Any suggestions ?

Sounds like a reasonable % of revenue. What is your target cost/revenue ratio & profit margin?

I've tried everything

Obviously not everything. :)

That's probably part of the problem. Um, if you don't have a landing page, exactly where are you sending visitors who click on your ads?!

CPC are still skyrocketing as I am currently ranking between 1 and 4 in most of my keywords

Then bid less so your rankings will go down.

Another issue is that a big part of my business comes through phone calls.

I don't understand the relevance of this statement. Unless you're saying that your business is geared more towards offline purchases than online, in which case maybe you shouldn't be advertising with AdWords.
