Another one that could bite Google is cost increase because of ads that were (are) in violation without being brought down. Here I'm not referring to those that are out for minutes, hours, or even a day, but those that were slipping through the system for long time, even after they would be reported.
Can you imagine the amount of money on the table that is directly related to ads that should not be there per Google's TOS, but they are (were)?
