I want to test new ads that will hopefully get a higher CTR and therefore ongoing impressions.
If I put these new ads in the same ad group, will Google start giving them impressions to see what their CTR is? Or to get impressions for these new ads will I have to delete the original ad group and put them in a brand new ad group? Or a new campaign?
I realize I could just test this and find out, but Im using image ads and dont want to blow a few days waiting for approval only to find out I used the wrong method.

The reason I asked is because you presumed that the reason your ads stopped showing was due to low CTR. This isnīt necessarily true for all types of campaigns.
For example, CPM site targeting ads only take into account your landing page quality, not CTR so if you were running these types of campaigns your CTR would not be taken into account by Google and would not be the reason you stopped getting impressions.
To hopefully answer your question, you donīt need to make any new adgroups or campaigns for Google to start testing out these NEW image ads as soon as they pass through the review process. Since you are running ads on the content network all new ads must be reviewed first before you start accumulating impressions. I have tried both methods that you were thinking about and there is really no difference in timing.
Just as a side thought, you might want to try running a URL report to find out which specific web site pages your ads are running on, build separate ad groups for each as well as separate ads. This will help you get higher CTRs.
