I'm trying to structure a nightmare of a campaign targeting 75 cities in 50 states (want to target both state level and city level). Does anyone know of any good resources for how best to structure a campaign like this or if there's a template somewhere to look at? Googling it only turns up very basic advice (i.e. how to use IP targeting etc). The problem I run into is how to do this with only 25 campaigns (would be nice to use one campaign per geo area), and the fact that I want to target both geo targeted phrases (blue widgets in sacramento) as well as location based searches (someone searches for "blue widgets" using an IP based in Sacramento) AND searches that are neither (someone searching for blue widgets without a geo trageted phrase and not in a specified IP region). Is there a way to do this? Or do I simply need to scale it down and accept that I can't really do it to the level I want to...
