If you want better CTR then the best thing for you to do is work very hard on your ads. Make sure they're very relevant, use calls to action - you have to convince the user that YOU are exactly what he's looking for.

One thing that is a particular pet peeve of mine - write *enthusiastically*.

If you don't come across as being excited about the products or services you're offering, then how will anyone else be?

To netmeg's reply I'd add this very brief note:

Advertise using very targeted ad groups where all the keywords are about the same thing - and the the very will written ad (per netmeg) is also about that exact same thing.

Put another way, if a user is looking for a very specific product or service, show them a brilliant ad about that exact product or service.

Another bit of slightly 'fuzzy' but sometimes valueable advice: try to think like your customer. If YOU were looking for the product or service that you happen to offer and saw a bunch of ads having searched for it, what would make YOU click one ad rather than the others?

Here's an old thread on split testing:

And one on my favorite metric for ad copy, profit by impression/click:

Please note, you don't have to use incremental lines in split testing - you can just write a few different ads and test them over time.
