Is it possible to enable CPC ad placement targeting ?

In general I have disabled all SITE targeting but I have one specific ad in which I'd like to turn on AD PLACEMENT targeting (text in bold because they aren't the same thing).

From my adsense control panel the feature appears under Adsense Setup/Channels/Edit Channel but nowhere can I set it to be CPC based only. I'm not interested in CPM for this unit.

Does anyone know how to set an ad placement unit to be available for CPC campaigns only ?
