Adwords Country Specific? Simple Q

First apologies if this is a simple question, however I have done a shed load of searching and cant find a specific answer.

I am running an adword campaign which covers all countries. However I have just done a search using the ISO code for that country, and to my shock horror, my ad is no where to be seen?

Why is this? Is it possible to place higher bids for a specific country?

You probably don't really want to advertise to all countries in a single campaign. Better to break them out - if you can't do a campaign for every single country (and honestly, don't you think that's pretty ambitious?) at least group them into some commonalities.

People in the US don't necessarily buy or respond the same way people in Brazil or people in Kenya or people in Beijing or people in Moscow or people in Cambodia do. The traffic isn't going to be equal, the conversions (whatever they are) aren't going to be equal, and the bids shouldn't be equal.

So break some of that up.

Then you can better bid by country, or group of countries.
