Yet, when I type this phrase in to Google someone elses ad manages to appear!

The other advertizer may have a very broad match that is overlapping with your campaign keywords?

One time I had that message on [blue widgets], but at the same time "blue widgets" was getting impressions and clicks when people searched for blue widgets. Sometimes the behavior of the system is pretty dumb.
