Conversions Over-Counted ?

When I try to match up conversion counts using Adwords and Analytics I get very different numbers. Adwords is usually much higher.

Can the Adwords conversion tracking code be triggered multiple times for the same conversion by any of these:

saving thank you page and reopening it offline
navigating away and then back to thank you page
refreshing thank you page
copying and emailing thank you page and opening it
bookmarking thank you page and looking at it again

or some other way?

As I understand it, adWords and analytics conversion numbers can be different mainly because adWords conversion tracking uses a 30-day cookie and analytics uses a 6 month cookie. Here's more from google:
