Site Targeting off Content Placements.

I'm new to running Content Placement reports and taking action.

I eliminated a TON of junk sites I was getting clicks from by naming them as campaign negatives.

Now I have some extremely targeted sites displaying my ads, along with some more general ones. Some of these "general" sites are:

ehow.com, wikimapia.org, wikihow.com, about.com, etc.

I'm debating whether to make these negative sites as well, or if I should separate them into a separate adgroup with a .01 max cpc or something.

what's the best move here?

OK, so lets say i'm getting conversions from these sites, but the conversion rate is not great. What do i do? I've never done a Site Targeted campaign (one that worked at least).

Do I create a site targeted campaign, and put each of these sites in there, at an extremely low CPC?

Can I have these sites in more than one site targeted campaign? (My set up calls for numerous campaigns)
